Aleshkina A. S. International initiatives: the role in international Canadian politics. The article is devoted to Canadian features in rendering international assistance. It touches upon general principles of Canadian International Development Agency (CIDA) activity. The article examines programme documents of CIDA, Organization of Economic and Social Development data, which allow to determine Canadian directions, priorities and approaches to providing assistance to other countries.

 

Baranov N. A. Institutionalization in Russia: traits of the national model. In this article there are analyzed institutional changes in modern Russia, explore correlation between national institutions and political culture of the country. The author explore transformation of political institutions in Russia on the hypothesis that authorities build the model of political institutions and practices, which is the most suitable development goals. The president of Russia suggests a strategy of innovation development, which assumes open and public institutions, effective management, development of civil activity.

 

Borodin A. S. The Russia as a subject of informational security. The place of government in the structure of information security subjects is highlighted in the article. The documents that define targets, functions and directions of the state activities in state information security are analysed below. The author evaluated the consequence of the state information security provision. As information security is getting leading position in the structure of state national security over the recent years the unified state policy in this field became the main task. However both global and regional changes in information society lead to loss of topicality and efficiency of guiding state document that defines the aims, missions, principles and directions of information security provision. This document called as Doctrine of Russian Federation information security was adopted by Russian president in 2000. It needs renewal in accordance with amended conditions of information sphere development. The author concludes that the country needs conditions to change directions and methods of state information development policy. In the first place it is connected with necessity to search new and more effective ways to provide national and information security.

 

Gulyaev K. V. Some Aspects of Organizational, Ideological and Political Evolution of International Terrorism in Conditions of Globalization. In that article the factors influenced on the evolution of terrorism in conditions of globalization are regarded. The ideological platform of modern transnational terrorism is analyzed. Changes in organizational principles of terrorist organizations are displayed.  

 

Demidov A. A. Management and social politics: the case of non-commercial organizations. The article is aimed at examination and analysis of the theoretical framework for study of how third sector organisations are included in political and administrative process in contemporary societies. Third sector organisations, known more as NGOs, appear to be active participants of the process of formulation and implementation of different programmes in the sphere of public policy. The attempt to highlight the theoretical background for analysis of NGOs’ inclusion as well as to analyze how these forms meet the requirements of democracy and legitimacy is made in the article. The author is trying to analyze the role of NGOs in political and administration process from the perspective of the policy networks concept.

 

Mutagirov D. Z. “The formula for power”: possibilities of civil society to control political institutions. The article undertakes an attempt to formulate some optimum model of mutual relations of a civil society with the civil state as one of its numerous institutions. On the basis of the laws of democracy, which have settled and checked up by time, and conclusions of thinkers of different countries and epochs the author of the article states his own vision of functions of the government in educated societies, which members know about their rights and freedom, state appointment, wish to rationalize and make it more effective as much as possible.

 

Paleeva N. V. Strategy of designing «Hidden Others» In a discourse of authority (an example of Russian empire of second half XIX - Beginnings XX с.). P. 1. In given clause attempt to divide and systematize all is undertaken «Distinct from Us» Ethnic and social groups, having shown, how much «Others» Differ from «Hidden Others», and also, partly, from «Another's» And «Enemies». What maintenance of each of groups and what place in relation to them are borrowed with group «Hidden Others». Whether formation, on the basis of opposition to the last, an image is possible «Itself» And what qualities are got, in this case, with this image. Whether fairly to use as an example of an imperous discourse of second half XIX – Beginnings XX of a century materials of press and school textbooks on Russian and foreign history. Besides in clause it is obviously necessary to allocate discourse the strategy formed under the attitude «Hidden by Another», Having compared them with the strategy used in relation to other categories «Others». Having analysed techniques of research to define, what of them are the most effective at studying the given groups.

 

Pavlova E. B. The problem of non-violence in modern peace-making. The article deals with the issue of using force in today’s peace-making both from the point of view of theory and practice. The author analyzes possible ways to approach such a phenomenon of modern political life as humanitarian intervention including the “right/duty” to intervene in international conflicts. Special attention is drawn to the process of peace-building seen within the paradigm of conflict transformation.

 

Skobelina N. A. Civil society in the Russian Federation: problems of institutionalization (regional aspect). Individuals join in various institutes of a civil society, participate in activity of social movements and political parties, in public affairs of local community. At the present stage institutes of a civil society in Russia only are formed. A civil society образовывается from needs of separate individuals for association and the organization for protection of the interests against expansion of the state, market economy, church and other institutes of social system. We shall define two ways of formation of a civil society: «from above» - from authority where the main role plays the state. To this statement there corresponds the following scheme: «The State - the Third sector - a society». Process of formation «from below» it is represented such scheme: «The State - the Third sector - a society», - when the society participates in this process and shows activity in a public life. To such society the high degree of public activity is characteristic. It is necessary to develop the mechanisms forming the creative, initiative person. The stream of actions and set энергий makes essence of process of self-organizing.

 

Smirnova A. G. Studies of Threat Perception in International Relations: in Search for Theoretical Foundations. In the article «Studies of Threat Perception in International Relations: in Search for Theoretical Foundations» on the basis of analysis of the existing definitions of threat, presented in particular theories and conceptions, two issues are under discussion. The first one: how far threat looks real, can it exist independently of a subject, its knowledge? The second issue is closely connected with the first one: if threat does exist independently of a subject, if it is objective, then can we consider the process of cognition as objective? In other words, can subject cognize threat correctly as it is presented in reality or the subject is more likely involved in the process of threat construction? In such a way, the objective of the article consists in determination of ontological and epistemological status of threat. Answers to the questions under discussion enabled the author to discuss its practical application for understanding of threat cognition in international relations.

 

Tarasenko A. V. The article “The role of the consultative bodies in political systems with weak parliament: European Union and Russia” is devoted to comparative analysis of consultative bodies: cases of Public Chamber of Russia Federation and European Economic and Social Committee. The particularity of both cases concern similar conditions of the creating of special mechanisms for intermediation between executive and third sector: the relative weakness of representative branch of power is common problem for both cases of political systems in Russia and the EU. The main goal is to compare the possibilities of NGOs to lobby their interests and influence decision-making process in Russia and in Europe.
